     The 2006 Government Relations Committee meeting in Washington DC, was held at the Reed Smith LLC office. The committee met with GCSAA Lobbyist David Evans and staff.

       Ray Davies, CGCS and Bob Tillema, CGCS are the California members on the committee. As part of the committee agenda, committee members had appointments to meet with their state senators. Ray and Bob meet with California Senator Dianne Feinstein & Senator Barbara Boxer, of course when you have a meeting with a Senator; you normally meet with the senator's counsel. Ray and Bob discussed the topic of immigration with the Senators' counsel. We asked the Senator's their position on immigration and if they think an immigration bill will be passed by the end of the year. The answer was "no they didn't think any immigration bill would be passed before the end of the year".
After our meetings with the committee member's senators, the committee had the pleasure of a hardhat tour of the Capital Building new Visitors Center, which is still under construction with a possible completion of late 2007. The new visitors center is a three story complex below ground in front of the East side of the Capital Building. The center will be a great addition for visitors and very nice, plus it adds to the security protection of our Nation's Capital Building, at a cost of over $600 million. This being my first visit to our Nation's Capital, it is a visit I will never forget. Be sure to make it a must see destination on your next visit to Washington D.C. Saddle Creek Resort

Rolling through the foothills, the 18 Hole Championship course at Saddle Creek Resort was designed by Carter Morrish and opened in 1996. This scenic and challenging course features both gentle and dramatic changes in elevation. Breathtaking views are just part of the experience, including dramatic views of the Sierras, Yosemite and a plentiful variety of wildlife. Natural lakes, streams and grasses frame each hole with flashed bleach white bunkers to excite every shot. Stretching just over 6,800 yards from the black tees, the championship tees have a slope rating of 137. The men's’ tees measure 6,044 yards with a gentle slope rating of 122 and the ladies’ tees measure 4,486 yards with a slope rating of 117.
Since opening, the course has received numerous awards, including recognition as the 9th best public access course in the state of California by Golf Week Magazine in 2006. In 1997, Golf Digest voted Saddle Creek Resort the 7th Best New upscale golf course in the U.S. Golf Digest has also rated Saddle Creek Resort four and a half stars. Only Pebble Beach is rated higher in California with five stars.

New restrictions on fungicides and herbicides 

Several recent decisions by the EPA will have significant impact on many turf management programs. Some of the key decisions are listed below: 

Update 10/02/2006
PCNB re-registration decision and action alert. 
The U.S. EPA has decided to extend the public comment period for 30 days, from October 2, 2006 to November 1, 2006. 

PCNB: On August 2, 2006, the EPA announced that all uses of PCNB on turf were ineligible for reregistration <http://www.epa.gov/fedrgstr/EPA-PEST/2006/August/Day-02/p12485.htm>. Although the product may be retained for a few agricultural uses, PCNB was deemed to present too many environmental risks with too few benefits in turf. There is a 60-day period for public comment, but unless these arguments are extremely compelling to EPA, their plan is to cancel all uses of PCNB on turf following the 60 day period (by October, 2006). 

MSMA and DSMA: The EPA announced last week <http://www.epa.gov/oppsrrd1/reregistration/methanearsonic_acid/> that organic arsenical herbicides (including MSMA and DSMA) present more risks than benefits and are therefore ineligible for reregistration. There is a 60-day period for public comment, but once again, unless these arguments are extremely compelling to EPA, their plan is to cancel all uses of these products following the 60 day period (by October, 2006). 

Thiophanate-methyl: Late in 2004, the EPA determined that thiophanate-methyl (Cleary's 3336) <http://www.epa.gov/oppsrrd1/REDs/tm_red.pdf> could continue to be used on golf course turf, but with several new restrictions that limit the maximum rate used per application, the maximum amount used per year and the minimum number of days (no less than 14 days) between applications. Restrictions are more severe in the state of Florida than elsewhere. Make sure that you are in compliance by carefully reading the label on your product. If the new mitigation label <http://www.clearychemical.com/support/label/4172SL%20Mitigation.pdf> is on the product in your shop, then you must abide by these new restrictions.

Breaking the Crabgrass Lifecycle in Central California with Pendimethalin Herbicide

In California's central valley, golf course superintendents seeking fairways that complement the pristine appearance of their carefully groomed greens must address year-round crabgrass pressure. With crabgrass, prevention is crucial. Over the past few years, superintendent Mike Kroeze at Kings River Golf and Country Club in Kingsburg, Calif., has learned to control crabgrass, despite the weed's resiliency. 

Crabgrass is a warm-season, annual grass that grows most aggressively during mid-summer’s heat and is much more tolerant to drought and low fertility than desirable turf species. During the warm summer months and early fall, crabgrass grows rapidly, spreading across the ground and smothering the turf in its path. 

As a prostrate-growing plant with a strong root system holding it in place, it is almost immune to cultural controls, such as low mowing height and hand weeding. About the only natural occurrence that stops crabgrass is a good fall frost, but by that time it has already produced thousands of seeds which will remain on the soil surface, waiting for spring germination. 

Kroeze had been fighting crabgrass on his Bermudagrass fairways for three years at Kings River Golf and Country Club with a preemergent weed control program that has evolved from a single, springtime liquid application of prodiamine- or dithiopyr-impregnated fertilizer to his current preemergent program that consists of two sequential applications of Pendulum® AquaCap™ herbicide. >>...
